EU-India Roundtable on Offshore Wind
On April 10th, 2025, the EU-India Roundtable on Offshore Wind took place in Copenhagen, Denmark, at the Annual WindEurope 2025 event bringing together key stakeholders from both regions to discuss India's burgeoning offshore wind energy sector. With limited land available for new solar and onshore wind projects, states like Tamil Nadu and Gujarat are turning to offshore wind as a viable alternative, boasting an estimated potential of approximately 35 GW each. The Indian government, through the Ministry of New and Renewable Energy (MNRE), is driving efforts to develop this sector by offering viability gap funding for projects and issuing tenders for a combined capacity of 4.5 GW. This roundtable, held under the aegis of the EU-India Clean Energy and Climate Partnership (CECP), served as a platform for knowledge exchange and emphasized collaboration in areas such as technology development, supply chain strengthening, and environmental considerations, particularly involving local communities like fishing villages.
The discussions underscored India's ambitious renewable energy targets of reaching 500 GW by 2030 and 1.8 TW by 2047, with offshore wind playing a pivotal role. Participants highlighted the need for infrastructure development at ports, enhancements in skilling programs for different phases of offshore development and addressing pricing challenges through government interventions like Viability Gap Funding (VGF). The collaboration between Indian and European entities, exemplified by the involvement of the Danish Energy Agency, emphasized the importance of integrating international expertise in maritime spatial planning and financial modeling. A Center of Excellence, driven by Danish insights, aims to foster ongoing dialogue and build a sustainable offshore wind ecosystem in India, thereby paving the way for transformative growth in the sector.
