The Solar Energy Corporation of India’s (SECI’s) tender for setting up of 70 MW grid-connected solar PV (SPV) power project at Amguri Solar Park in Assam will be closed on May 22, 2018.

In February 2018, SECI had invited bids for selection of solar power developers for the installation of 70 MW SPV project in a single capacity in Assam.

Further, the MNRE-backed SECI had released this tender on behalf of Assam Power Generation Corporation Ltd (APGCL).

This Amguri Solar Park project is to be developed on “Build Own Operate” (B-O-O) basis.

Also, the government shall enter into the Power Purchase Agreement (PPA) with the successful bidder for purchase of solar power for the next 25 years based on the terms, conditions and provisions of the Request for Selection (RfS) document.

Moreover, the power procured by SECI from this project has been provisioned to be sold to the state DISCOM i.e. Assam Power Distribution Company Ltd (APDCL).

For the above project, the maximum tariff payable to the project developer is fixed at Rs 3.43/ kWh for 25 years.

SECI had originally floated a tender for 500 MW at the Anantapur Solar Park in January, with 100 MW to be built with equipment sourced from local manufacturers only. However, only 400 MW was auctioned and the portion to be set up with domestic equipment was postponed because SECI was not satisfied with the land made available for it, an official said.

Tata Power, today announced that its 100% subsidiary Tata Power Renewable Energy Ltd. (TPREL) commissioned 100 MW (50 MW x 2) solar capacity in Anantapur Solar Park, Andhra Pradesh. 

The sale of power from this solar plant has been tied up under a 25 year Power Purchase Agreement with Solar Energy Corporation of India (SECI). This is part of the implementation of the MNRE scheme for developing grid-connected solar power capacity of Jawaharlal Nehru National Solar Mission (JNNSM) Phase II, Batch-III of the Government of India through Viability Gap Funding (VGF) Mode.

India's solar energy programme is taking the next big step forward by including storage facility in a project being offered, which will raise the costs but set India's ambitious renewable energy programme on a firm footing.

For the first time, solar storage will be part of a tender, the Solar Energy Corporation of India (SECI) will float in the next few days for 750 MW of installed capacity at Anantapur Solar Park in Andhra Pradesh. It is the first hybrid tender of the SECI, in which every bidder will have to include a small storage system alongside its solar plant, adding up to a total of 100 MW installed storage capacity.

The Uttar Pradesh Solar Park (UP Solar Park) will have a total installed capacity of 600 MW and will be located in the districts of Jalaun, Allahabad, Mirzapur and Kanpur Dehat. The implementing agency for this park is Lucknow Solar Power Development Corporation Limited, a joint venture between SECI and Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA).

SECI has issued a request for selection (RfS) document. The projects will be tendered under the National Solar Mission (NSM) Phase-II, Batch-IV, Tranche-XIII, Part-B (open category), which means it is possible to use imported solar modules. Out of the 275 MW capacity, 225 MW will come up in the district of Jalaun and 50 MW in Kanpur Dehat.

The projects will be developed on a build-own-operate basis. All power generated by these plants will be bought by SECI for a period of 25 years for a tariff not exceeding 3.43 INR ($0.0541) per kWh. SECI will sell the solar power to Uttar Pradesh Power Corporation Limited.

The Solar Energy Corporation of India (SECI) has auctioned 750 MW of grid-connected solar photovoltaic (PV) capacity to be developed at the Kadapa Solar Park in the state of Andhra Pradesh.

The capacity was tendered by SECI in January 2018 under the NSM Phase-II Batch-IV Tranche-XV.

In the SECI auction, ₹2.70 (~$0.039)/kWh emerged as the lowest (L1) tariff quoted.

The Solar Energy Corporation of India (SECI)'s solar power parks, which are scheduled to come up in Kasaragod, could provide some respite to the ever-increasing power crisis in the state, especially the Malabar region. The project aims to set up solar park in three localities in the district, spread over 1,100 acres, with a total capacity of 200 MW, said SECI managing director Ashwini Kumar. The SECI has already signed two tripartite arrangements in this connection and the work is expected to start once the land is handed over to the implementing agency. While the first one is with the KSEB and Tehri Hydroelectric Development Corporation India Limited (THDCIL) for a 50 MW project, the second one, which is also for 50 MW, is with KSEB and Indian Renewable Energy Development Agency (IREDA).

The Kurnool Solar Park was set up by Andhra Pradesh Solar Power Corporation through a joint venture special purpose vehicle, in which Solar Energy Corporation of India has 50% stake, Andhra Pradesh Generation Corporation (41%) and New and Renewable Energy Development Corporation (9%).

About 9 square miles of land was acquired for the project and common infrastructure, including roads, were laid for the project, located close to Kurnool. Over 2,500 people were engaged for construction and a skill development centre was set up by Greenko, one of the renewable energy companies.

Of the 1,000 MW, 500 MW was implemented by Greenko, which acquired the asset contract from the US-based bankrupt SunEdison and 350 MW by Soft Bank Energy. The remaining 150 MW was implemented by Azure Power (100 MW) and Adani Group-backed Prayatna Developers (50 MW).

India will tomorrow become the home of the world’s largest operational solar PV plant when the 1 GW Kurnool solar park in the state of Andhra Pradesh is fully connected to the grid.

The ultra-mega solar plant is the fruit of many developers’ labor, chiefly Indian power developer Greenko, which acquired the rights for 500 MW of capacity at the plant from SunEdison, the now-bankrupt U.S. energy development firm that won the reverse auction with a bid of INR 4.63/kWh ($0.071/kWh) in December 2015.

The remaining 500 MW of capacity was awarded to a suite of developers and EPCs, notably Adani – the Indian renewable energy giant that will this week commission the final 50 MW.

The Andhra Pradesh Solar Power Corporation Private Limited (APSPCL) will then oversee the final synchronization of the various portions of capacity that make up the plant. 

Other developers that have played a part in completing the Kurnool solar park include Azure Power, which was awarded 100 MW of capacity at a tariff of INR 5.12/kWh ($0.079/kWh) – the same price point as Adani – and SBG Cleantech, which has developed 350 MW at a tariff of INR 4.63/kWh ($0.07/kWh).

Both the Azure and Adani bids were won under India’s Domestic Content Requirement (DCR) category.

Mizoram’s Solar Power Project Approval Committee (SPPAC) has approved the proposal for setting up of a 20 MW solar park on Monday.

The project will be implemented by the state power and electricity department and Zoram Energy Development Agency (ZEDA), an official statement said.

A meeting chaired by Secretary for Power and Electricity, H. Lalengmawia, discussed wide-ranging issues concerning the generation of power through solar energy, it said.

The Solar Power Policy of Mizoram, 2017 envisaged all government office buildings should harness solar energy in their building premises, the statement said adding, the committee decided to convene a meeting of all heads of departments to ensure implementation of the policy.

In April 2016, NTPC Limited, on behalf of KSPDCL, awarded contracts to 6 firms for the commissioning of a total of 500 MW of power at the Pavaguda Solar Park each. Work on the solar park began in October 2016. In March 2017, the NTPC invited bids for 750 MW, split into six blocks of 125 MW each, of solar power capacity at Pavagada.

On 14 December 2017, Fortum announced that it had connected a 100MW solar plant at Pavagada to the grid. Tata Power Renewable Energy Ltd commissioned 100 MW at the park by 19 December, and an additional 50 MW by 2 January 2018.

SECI has announced a tender for the Pavagada solar power park in Karnataka. A capacity of 200 MW is on offer under the open VGF category with a fixed maximum tariff of Rs 2.93/kWh (¢4.6/kWh). The central government, through NTPC, auctioned 300 megawatts of capacity at the solar park at a tariff of Rs 4.80/kWh (¢7.6/kWh). A 200 MW tender was launched last year but had to be cancelled. Karnataka, itself, launched a tender for 860 megawatts last month.

The 2,000 MW solar park, also called the Shakti Sthala, is situated at Pavagada in Tumakuru district of Karnataka. The massive park has been built over 13,000 acres across five villages with an investment of Rs 16,500 crore.

The 750 MW capacity was auctioned in three packages of 250 MW each. RUMSL invited bids from solar power developers in January 2017. The reverse auction process for the project involved 33 hours of non-stop bidding by the shortlisted bidders beginning at 10 AM on 9 February 2017.
