Introduction

The EU is actively promoting Europe’s low-carbon transition through the administration of clean energy-related financing, funding and planning resources and is updating its rules in order to facilitate the necessary private and public investment in the clean energy transition. The low carbon transition aims to create a sustainable energy sector which stimulates growth, innovation, and jobs whilst improving quality of life, increasing choice, reinforcing consumer rights, and ultimately providing savings in household bills. A streamlined and coordinated EU approach ensures a genuinely continental impact in the fight against climate change. Moves to encourage renewables and improve energy efficiency are central to reducing Europe’s greenhouse gas emissions and meeting Paris Agreement commitments.

EU renewable energy financing mechanism

EU renewable energy financing mechanism

The European Commission has established a new EU financing mechanism to better support renewable energy projects, and thereby encourage a greater uptake of renewable energy sources across the EU. The mechanism stems from article 33 of the Governance Regulation (EU) 2018/1999 of the clean energy for all Europeans package. It has been in force since September 2020 and the Commission is in the implementation process.

The Connecting Europe Facility (CEF) is a key EU funding instrument to promote growth, jobs and competitiveness through targeted infrastructure investment at European level in the areas of energy, transport and digital. The Global Energy Transformation Programme (GET.pro) is a European multi-donor platform that delivers on international energy and climate goals. Founded by the European Union and the member states Germany, Sweden, the Netherlands, and Austria in 2018, GET.pro supports the implementation of the Paris Climate Agreement and the Sustainable Development Goals. GET.pro offers well-defined and complementary instruments focusing on the private and the public sector.

GET.invest is a European programme which supports investments in decentralised clean energy projects and runs on the platform of the GET.pro. At the private sector level, GET.invest mobilises private investments in decentral renewable energy by supporting market access and by building a pipeline of bankable investment projects. It works with project and business developers, their associations, financiers and regulators towards affordable, reliable and clean energy for all.

The fund supports the Just Transition Mechanism which is intended to ensure that the transition towards a climate-neutral economy happens in a fair way, leaving no one behind. It supports SMEs, upskilling workers and transformations of carbon-intensive installations, among others.

KfW-IREDA

KfW-IREDA Access to Energy Line of Credit: The Federal Republic of Germany, through KfW Development Bank, has extended a concessional line of credit to IREDA to provide long term loans to off-grid organizations working on access to clean energy projects in India. The partnership aims to identify 5-10 sub-borrowers or ESCOs to extend a long-term loan instrument to help them in their scale up operations.
