Bureau of Energy Efficiency (BEE)

Ministry of Power jointly with BEE have enforced efficient usage of energy along with its conservation across many sectors including residential, micro, small and medium enterprises and the transport through a multitude of policies and programmes over the years since its inception. 

Key programmes from BEE:

Framework for Energy Efficient Economic Development (FEEED) – FEEED is designed for development of fiscal instruments to ease financing of energy efficiency projects. The objective is to provide comfort to concerned stakeholders through implementation of energy efficiency schemes like PRSF.

Partial Risk Sharing Facility (PRSF) gives partial credit guarantees to cover a share of the default risk that participating financial institutions face in extending loans to eligible energy efficiency sub-projects. SIDBI is the Project Executing Agency for this programme.

BEE has set up a Facilitation Center for encouraging and up scaling Energy Efficiency Financing in the country with the objectives of:

  1. Developing an online platform for connecting FIs with potential borrowers to mobilize energy efficiency financing
  2. Collect the willingness forms and spread awareness of BEE’s financing schemes among various beneficiaries like large industries /DCs under the Perform, Achieve and Trade (PAT) Scheme of BEE, MSMEs, commercial and institutional buildings, Municipalities, Corporations, and commercial establishments
  3. Preparing the list of energy efficiency technologies that will be uploaded on the new IT platform and BEE’s website.

Energy Efficiency Financing Platform (EEFP)
– Main objective of this programme is to provide a platform to interact with Financial Institutions (FIs) and project developers for implementation of energy efficiency projects.

Surya Shakti – Solar Finance

Surya Shakti – Solar Finance

The State Bank of India launched the scheme to provide finance to Small and Medium Enterprises (SMEs) and business enterprises for installation of solar rooftop / ground mounted grid-connected systems up to 1 MW capacity for captive use.

Grid Connected Rooftop Solar PV

State Bank of India (SBI) – World Bank launched grid connected solar rooftop programme to support installation of solar rooftop projects. The World Bank’s concessional and long term financing of USD 625 Million to State Bank of India (SBI) aims at financing at least 600MW of grid connected rooftop solar photovoltaic projects across India which will provide clean renewable energy and reduce greenhouse gas emissions by displacing thermal generation.

SIDBI – Partial Risk Sharing Facility (PRSF)

The programme is to support transform energy efficiency market in India by promoting increased level of investments in energy efficient projects, particularly through energy service performance contracting delivered through energy service companies ("ESCOs"). The Programme will support the loans granted by various PFIs and by SIDBI as lender, to who are empanelled with the PEA Division to either ESCOs or the host implementing energy saving projects, by providing risk coverage for repayment of such loans.
